This is the line which adds new node to the navigation panel - https://github.com/phpmyadmin/phpmyadmin/blob/master/libraries/navigation/Nodes/Node_Database_Container.class.php#L42
How to include 'sever_privileges.lib.php', in that file to be able to call functions like 'PMA_getDbRightsForUserOverview()'( )--
