With 3b3017d7, my test file (10000 rows) imports in 40 seconds in multibyte mode.

It bothers me… I'll try to read your trace (quite hard) and maybe I'll
find
the origin of the error. Nevertheless, are 40 seconds ok to you ? I think it's ok, mostly because there is now an option to use multibytes or not.
It's ok to me. Previously, users could not import using multibytes and it seems we cannot do better.
I suggest you merge, to get more testers.
