Git bisect says this commit: https://github.com/phpmyadmin/phpmyadmin/commit/bc8f797746f6baab5d7de0f81903... (Remove CSP support for ancient Safari versions) and it seems like support for Safari versions < 6 was removed.
Indeed it was removed by me as I thought it's old enough browser not to be used. It's more than two years old and without security fixes being released for it. Feel free to revert if you thin we should still support it...
