To check for coding standards, we use CodeSniffer, you may have a look at [0] [1].
now I am interested in bug fixing ..I think it's good for the very
first step...:)
so I'll list what I want ....
1)Suggest any easy bug for me to fix.
At [2] you will find links to some unimplemented feature requests. Anyway you can always go through the bug/feature trackers to know what suits your skills.
2)want to know procedure for getting bug to fix
3)Is it necessary to clone from git repo' ..can't I use PMA on wamp
server for debugging..
For using/debugging, yes you need to have PMA on your server, but to be able to submit the changes done by you in your local PMA as a diff or patch, you need to have the local PMA as a git repo cloned. Also preferred way to contribute is :-

1. Have an account on github.com and fork the phpMyAdmin repo under your account.
2. Clone your fork of phpMyAdmin repo to your local machine.
3. Do your local changes, commit, push to your fork.
4. Open a pull request with the changes on github.

you may want to have a look at [3] [4] [5] while learning about git.
