Hi Michael,
The right place to ask for help about this issue seems to be either the helpdesk of Amazon, or a forum/help desk of Ubuntu, Apache or Tomcat, as this clearly is a web server issue.
This mailing list is intended for discussing development of phpMyAdmin.
A hint to point you in the right direction : check the log files of your webserver.

This is a desperate request for help. I'm fighting the issue for 2 days!!
I installed TomCat on Ubuntu (an Amazon instance) and since
then lost my phpmyadmin access to my DB.
I keep on getting:
"Forbidden
You don't have permission to access /phpmyadmin on this server."
I googled the subject to death and checked, virtually, everything against
another Amazon instance were things are fine.
I'll pay for help!
