This is expected and the upgrade will only be on 5.2.
This is because the changes where breaking as you could see in https://github.com/phpmyadmin/phpmyadmin/pull/16618

If packaging people started packaging rc1 doing such a change could block their work, this was my thoughts.

I noticed phpmyadmin/shapefile 3.0.1 was released
but RC2 still requires ^2.0

Is that expected ?
What is the roadmap to switch to new version ?
