A default Apache install (in debian/Ubuntu) puts a html-file in the
webroot, with the message 'It works!' as well. ;)
It's just a message telling you that your webserver was installed and
configured correctly, and is up and running.

In fact, if the "It works!" message appears on XAMPP, it means that PHP is not working properly. Normally one gets an orange coloured admin panel. Correct me if I am wrong.
