I just checked the server charts project abstract from the phpMyAdmin wiki, and there it says: "All graphs would be drawn using GD2 and use information from the MySQL server." So when and why did this requirement change?
That's what I'm tried to explain in previous post.
All the information you need to draw the chart is coming from the server, so why don't you let the server generate it? There are approaches to do this with php, for instance ezcGraph [1].

No, we do not really need flash for charts. My initial thought was using Open Flash Chart project and local image charts for those who have JS enabled browsers and for those who do not. However there are some HTML5 chart projects which offer good functionality and are only JS based.
OFC which is now used has all the source code available.
