about patch submitting, maybe you are not familiar with GSoC 2011 timeline:

Basically, we'll learn on March 18 whether phpMyAdmin has been accepted
as a mentoring organization for 2011. Then students have until April 8
to send a proposal. So starting from today you have about a month to
submit a phpMyAdmin patch.
