I want to change the design of both the documentation so that the documentation of phpmyadmin will look more attractive. I want to make the design like what Google has implemented on developers.Google.com

Do you mean the user [1] or developer [2] documentation?

The [1] uses styling provided by readthedocs.org, the latter builtin
styles from phpdox. Both use templating and can be changed...
