Many features on GSOC 2015 ideas page are assigned to different mentors. If I have some ideas about its implementation, should I include its implementation details in my project proposal or not?

If not, then how should I reflect in proposal that I am interesting in implementing the feature? And since the applicant do not propose the implementation , then how will he/she be evaluated on his/her abilities to implement the feature?
