No: setting / changing collations on all levels still needs to be implemented. I know the corresponding code the best (as I wrote it *g*), so I'll work on this... Should be cleaning up my home right now (i got my new kitchen today!!! :-D ), but this can wait ;-)
For example, field-level charset.
