This is the developer mailing list, so you’ve already accomplished that. We also sometimes discuss things on Gitter or IRC, but haven’t been very active there lately.

The best way to get started is to just jump in — pick an issue that looks interesting, mention in the comments that you’re going to work on it (to avoid duplicated effort), and then submit a pull request. Our wiki and developer documentation has a lot of hints about how to do this, and if you have trouble that would be a good use for Gitter or IRC.
