Now that you mention it. I received the last github commit message by
mail on March 5th.
My notification settings by mail are enabled, and I'm following the
phpmyadmin repos.

No, the mailing list does not receive them. I've tried to look into
that shortly yesterday and there seems to be some problems between
sf.net mailing list and github - if I add another mail to github, it
receives notifications just fine...
