Marc, if I unzip the latest archive and copy a config.sample.inc.php into config.inc.php in the main folder, then phpMyAdmin won't load in the browser. If instead I create a config folder and move the config.inc.php inside the config folder, it works.
Is that the normal behavior? Because in this case maybe an update in the documentation [1] and on the wiki [2] would be good.

Alex, I cannot reproduce this problem. Maybe you have permission problem in this config.inc.php or you are seeing some cached page.
If instead I create a config folder and move the config.inc.php inside the config folder, it works.
A config.inc.php under the config folder has no impact on the execution of phpMyAdmin, it's only to use the setup feature and you're then running without a configuration.

I had no trouble upgrading to the latest version of phpMyAdmin (untar the package, copy the configfile from the previous version into the main folder)

I'm sorry for this, indeed the behavior was caused by some default permissions.
