I think the question mark links (?) and information links (i) should open a new window.

That way we force users to open links always in a new window or tab, I intentionally left these as normal links because that way a user can decide what happens: eg. ctrl+click or middle mouse button uses new tab, shift+click opens in a new window.
I'm against such change.

Piotr, I see your point, but in which case would a user want to override his setup window with doc?
Also, the other similar links on the phpMyAdmin interface itself open another window/tab.

Generally I agree with this POV, however for documentation, user usually expects it to open in new window and not to replace the application he is using.
