 What you think about:
$cfgTopNavBar='Browse,Select,Insert,AddNewField';
$cfgMiddleNavBar='AddNewField';
$cfgBottomNavBar='Browse,Select,Insert,Empty';  
 Interesting idea but I'm afraid the config. file will become
 really hard to understand for rookies. 
Not if the defults are convenient preseted.
