[Phpmyadmin-translators] some files need updates

      Hi,

as 2.2.6 will be released soon, we ask the maintainers for those languages to get the latest cvs
version and translate the few messages that are still in english:

- Brazilian-Portuguese;
- Bulgarian (koi8-r and win-1251 charsets);
- Galician;
- Hebrew;
- Japanese (euc and sjis charsets);
- Latvian;
- Lithuanian;
- Portuguese;
- Romanian;
- Russian (koi8-r and win-1251 charsets);
- Slovak (win1250 charset);
- Spanish.
