I would say (just my opinion, please comment!) : 
- we add a /docs directory
- per language an en/, fr/, it/, etc. subdirectory
- and in /docs/index.html the list of translated languages + link to the files

And yes, just documentation.html would be enough, because it includes
quite all the other files.

not yet, but maybe we should finalize the english version before starting
to work on translations ?
