This is a good start, but it's almost as "complicated" as filling out
the config itself. :-)
A setup script should guide novice users through the configuration step
by step. It should detect what php / MySQL version the user is running
and which extensions are available, ask the user what his copy of
phpMyAdmin is intended for and offer the best configuration variables
based on that information.
For example, if the user has iconv or recode support enabled, why
shouldn't he enable AllowAnywhereRecoding?
Of course, this would be much harder to maintain.
