Here are my suggestions:

phpMyAdmin-x.y.z-en

phpMyAdmin-x.y.z-all-utf-8

phpMyAdmin-x.y.z-all

This way, there would no longer be phpMyAdmin-x.y.z, so a user is forced 
to choose exactly what he wants. Is this good?

I would be tempted to drop the .tar.gz files.
