Yes there would be some config.inc.php (and probably user preference 
setting) to activate or not the editor.

What do you mean, per mime-type? Do you have in mind launching GIMP for 
jpeg, for example?

About disabling, these editors usually have a "source" button, isn't 
this sufficient?
