Current MAINT_3_4_0 contains the fix for the locale directory bug; with 
this, it's safe to have an English-only version. Some users are paying 
their ISP per transferred byte so they prefer a small version, 
especially for an alpha release.

There is another reason to produce alpha2: alpha1 (all languages) was 
way too large because it contained the /po directory and this has been 
fixed too.
