Do you mean phpmuadmin.css? That's dynamically assembled. The actual css 
files are in the themes/THEMENAME/css folder. The defaults are in the 
pmahomme theme. If another theme is missing some css files, the ones 
from pmahomme will be used. Does this answer your question?
