[Phpmyadmin-devel] INSTALL.txt better than INSTALL ?

INSTALL seems very standard to me, but then again I'm old[1]. Whether or 
not to actually rename the file so less "seasoned" users can figure it 
out doesn't much matter to me, but I'd prefer "install.txt" rather than 
"INSTALL.txt".

1 - in computing years, anyway.
