[Phpmyadmin-devel] Browsing an empty table

This way the user has access to 'Query results operations' and 'Bookmark
this SQL query' section. 'Query results operations' should only show
'Create view' link as others are not valid for empty results set.
What do you all think?
If you like the idea I'd like to prepare a pull request.
