This page mentions, that, by default, messages are sent to

- the commit author and committer
- the owner of the repository (for normal repositories)

On github, the contact E-mail address for the phpMyAdmin repositories
is set to the users mailing list.

The travis configuration allows to specify a fixed E-mail address, but
I don't see an option to just send it it to the author/commiter and
not to the repo owner.

I suggest the github repo owner E-mail address would be changed to the
developers mailing list.
