[Phpmyadmin-devel] How to proceed on a bug or feature Request?

Hello,
        I am new here, and if I want to work on any feature Request or a
bug, should I be informed to someone or mentioned it somewhere? As I see
the comments like "assigned to : someone" I got doubt on this. Can anyone
kindly guide me?
