We are open to suggestions for new projects; certainly a good proposal can be made that doesn't exist on our list of suggested ideas on the wiki. You are wise to discuss it on the list first, too. 

I'm not familiar with Bootstrap, so the first consideration would be licensing and system requirements (we aren't eager to increase the dependencies for installation).

Second is whether this would fit with the goals of the project. It's come up before and been postponed due to lack of developer time. Would you be able to complete the project in the allotted time? See also http://wiki.phpmyadmin.net/pma/2014-02_Meeting#Separate_logic_and_template
