[phpMyAdmin Developers] New repository for coding standard

Hi all

as it really doesn't make much sense to have the coding standard
included in main repository, I've just separated that:

https://github.com/phpmyadmin/coding-standard

It can be also found on packagist:

https://packagist.org/packages/phpmyadmin/coding-standard

To get it into your working copy, running composer update should be enough.
