[phpMyAdmin Developers] Developer documentation

Hi all

After a little bit of fighting I found something what is able to build
developer documentation out of our sources. It is now available here:

https://develdocs.phpmyadmin.net/

The documentation is updated daily + there is 1 hour caching on the CDN
side.

The phpdox configuration file is in git, feel free to adjust it to
better fit our needs.
