[phpMyAdmin Developers] Developer documentation updated

Hi all

I've just updated developer documentation to cover our libraries as
well:

https://develdocs.phpmyadmin.net/

It could use some better index page, feel free to improve it in the git
;-).

The docs is now generated using http://www.apigen.org/, it seems to
work quite well with our codebase.
