The easiest way to claim an issue is to make a comment in the tracker
(at https://github.com/phpmyadmin/phpmyadmin/issues/13023) saying you're
going to work on it. Only project developers can get an actual
assignment in the Github interface, so the comment is close enough.

Do you already have a Github account? If not, it's pretty easy to sign
up (https://github.com/join?source=header-home). That account lets you
comment in the issue tracker, fork phpMyAdmin to your own account
(https://help.github.com/articles/fork-a-repo/) and push changes to your
own repository (from there, you can create a pull request for phpMyAdmin
developers to review).
