[phpMyAdmin Developers] Looking ahead for 4.8.1

Hi,

There are a number of fixes in QA_4_8 so I'd like to look ahead to
releasing 4.8.1. However, there are a number of big issues that would
be good to fix soon. One is
https://github.com/phpmyadmin/phpmyadmin/issues/14220 about
authenticating against MySQL 8.0.11. I don't know if there's anything
else that's pressing for 4.8.1 and at this point it might be worth
pushing out 4.8.1 with the known issue of being unable to connect to
MySQL 8.0.11 and delay that fix until 4.8.2.

i'm looking for some input or thoughts about this if you have them.
