[Phpmyadmin-translators] One more string

Hi list,

I'm very sorry and I know that it's a little late for a new string.
We needed it for an important fix that had to be implemented before the
final 2.3.0 version that will be released on August 11th.
Here it is:

$strCharsetOfFile = 'Character set of the file:';

I already did the German and French translations myself :-)
