[Phpmyadmin-translators] translating the documentation

Hi again,


I received answers from 10 translators that are willing to translate the 
documentation.

You may have seen that some translators feel that only parts of the 
documentation should be translated.

Keep in mind also that there will be new HOWTO sections oriented towards 
end-users, and those will surely need to be translated.
