out of 2 thai file? (thai-tis-620, thai-utf-8)

the reason is,
the original of the comment is for
thai-tis-620 file and it said

iso-8859-11)
// tis-620 is the only .... "

but it seems that the script that auto-generate file
for different encoding
are trying to change all tis-620 to utf-8
(or may be reverse).


so, to prevent any problem or confusion.
pls just remove that comment :)
