It's up to the user agent how to render a title tag. But usually you have to wait a second or two until the "yellow bubble" pops up, don't you?
Excuse my ignorance but what would a js tooltip add to this behavior?
I thought about a tooltip that pops up instantly. If you want an example, go to http://www.janaserver.de/start.php?lang=en and move your mouse over the top menu bar. Regards, Alexander
