I'm not convinced about this, but also not about including it in theme, I simply don't know.
It's true that when switching theme between original and darkblue_orange, the main logo changes color , but I don't find it necessary to also switch the icon. I think the favicon is a quick way to recognize the app on the browser's tabs, not necessarily which theme PMA is using.
