Is it some kind of standard to have an INSTALL file? Renaming it to INSTALL.txt would avoid problems like the one in [0].

I'm not sure about any standards. But it sounds more logical to rename it
to INSTALL.txt, so that the users will know that it contains text and the default program to open the file will be set.

INSTALL seems very standard to me, but then again I'm old[1]. Whether or not to actually rename the file so less "seasoned" users can figure it out doesn't much matter to me, but I'd prefer "install.txt" rather than "INSTALL.txt".

I agree with @Isaac INSTALL is a standard file name.

I'd also rather leave it as is. Anyone that has ever unpacked a few tarballs of source code for an open source project will probably be comfortable with filenames such as INSTALL and README.

Given that current content of INSTALL file is almost none, I'd rather consider deleting it :-). IOW when we're about to break tradition, let's remove empty file pointing to other documentation.
So how about dropping following files:

Maybe also README could fit into this category...
