Hi,

Please test/comment the file I attached to Patch tracker: #499304: open_basedir restriction for upload file.

Here it works well in safe mode with a value of "." in open_basedir, and with a ./tmp directory with mode 777 created manually by the owner of the phpMyAdmin scripts.

And it works well also without open_basedir.
