Currently we ship all translations with phpMyAdmin. I don't think it really makes sense for languages where just few words are translated. Now the question is where to set the threshold. I think the translation should provide reasonable set of translated messages to be actually useful.
When requiring 50% of translation to be complete, the list of languages would consist of 24:
Turkish Swedish Spanish Slovenian Russian Italian Greek German French English (United Kingdom) Dutch Czech Chinese (China) Catalan Norwegian Bokmal Polish Finnish Uzbek (latin) Uzbek Galician Hungarian Georgian Lithuanian Portuguese (Brazil)

I really want to work with the phpMyAdmin team in GSoC'11, however it seems I first need to make a contribution to the project. Does translating phpMyAdmin count as a contribution so I can send a proposal?

The purpose of contribution is to prove that you can understand our code and provide a patch for it, so translations do not count for that. However providing patch *and* being active in translation can give you some small bonus points for activity.

Indeed percentage does not really measure usefulness. However having translated only 16% of messages [*] IMHO provides quite poor user experience.
Anyway what I definitely want to avoid distributing are languages with almost none translations like currently have Malayam, Tamil or Telugu.

Currently I've set the threshold to 50%, what might be too strict (keeping 25 out of 63 translations). However I think we can keep it this way for rc1 and see reactions and adjust it for final release (or further rc's). The threshold can be changed in scripts/remove-incomplete-mo

Maybe there is a way to extract the completion progress from https://l10n.cihar.com/projects/phpmyadmin/ and warn/notify the user about its completion status and write that translation help is always welcome?
People that use incomplete translations might give them an additional motivation boost to participate in the translation (release early, release often).

I don't think it's worth adding code for this. Users will notice the incompleteness (of the remaining translations) and if they want to contribute, they will.
