A default Apache install (in debian/Ubuntu) puts a html-file in the webroot, with the message 'It works!' as well. ;) It's just a message telling you that your webserver was installed and configured correctly, and is up and running.

Hi, "It works" is not the usual output from XAMPP. You should get an orange page with menus, in which you would see a link to phpMyAdmin. Please seek support from XAMPP forums.
Also, I believe that the link should be http://localhost/phpmyadmin in XAMPP but I might be mistaken.

In fact, if the "It works!" message appears on XAMPP, it means that PHP is
not working properly. Normally one gets an orange coloured admin panel. Correct me if I am wrong.

Yes of course. I noticed that. I am saying that PHP5 may not be working on his machine. He'll need to check the logs to see if PHP is working or not.
