i had asked same kind of question few days back and the answer was that the one's in the idea list are specifically meant for GSoC and i can implement other feature request.

You can fix any bug or implement any feature request; however, it would be better to do something related to your chosen idea.

For example, for a refactoring idea, show us your refactoring skills by refactoring a few lines of code from phpMyAdmin's code base.

Does there have to be a special patch before the 10th? Or any of the recent contributions/patches we have made in the past will count? Contests, etc?

Yes, the past counts; this is one of the reasons we ran the contest.
