To check for coding standards, we use CodeSniffer, you may have a look at [0] [1].

For using/debugging, yes you need to have PMA on your server, but to be able to submit the changes done by you in your local PMA as a diff or patch, you need to have the local PMA as a git repo cloned. Also preferred way to contribute is :-

1. Have an account on github.com and fork the phpMyAdmin repo under your account. 2. Clone your fork of phpMyAdmin repo to your local machine. 3. Do your local changes, commit, push to your fork. 4. Open a pull request with the changes on github.

you may want to have a look at [3] [4] [5] while learning about git.
