It refers specifically to the table phpMyAdmin uses as part of the advanced Configuration Storage feature for managing user groups. https://docs.phpmyadmin.net/en/latest/config.html#cfg_Servers_users and https://docs.phpmyadmin.net/en/latest/privileges.html#configurablemenus.

I raised an issue at https://github.com/phpmyadmin/phpmyadmin/issues/16489 to improve this in the code.

The best answer I can offer is that it is "The table used to hold user accounts for managing the user group feature", hope that helps.
