Alex,
I cannot reproduce this problem. Maybe you have permission problem in
this config.inc.php or you are seeing some cached page.

A config.inc.php under the config folder has no impact on the execution
of phpMyAdmin, it's only to use the setup feature and you're then
running without a configuration.
