If there's a problem with your phpMyAdmin software, you can just
download and reinstall
from https://www.phpmyadmin.net/downloads/ . phpMyAdmin is just a
series of PHP scripts
that reside somewhere under your webserver's root folder, so
reinstalling the application
is rather trivial. You may wish to preserve your config.inc.php which
contains customizations.

On the off chance you instead mean a row of data was accidentally
deleted from your MySQL
database, then my answer will be less helpful. phpMyAdmin can be used
to generate backups
(just like `mysqldump` or a dozen other more automated tools), but
where you would put those
downloaded .sql files isn't something we can help you find. phpMyAdmin
tells the browser to offer
the file for download when you generate an export, but then you have
to select a destination (or
your browser picks one for you;  that's completely up to how your
browser and operating system
are configured).
