strangely enough, this doesn't seem to be documented anywhere. I've just updated wiki to contain this:
The meetings happen on the freenode network on the #phpmyadmin channel.
They are scheduled on second Wednesday in a month at 12:00 UTC.

Just to disarm a point now:
You REALLY really need to set up a recapatcha thing, it's really easy to do and would stop all that spam.

That comes back to outdated and not maintained Debian packages, which doesn't support current version of recaptcha.
If it comes to it (I send this via email over IRC because it's more of a public commitment) I will write you a capatcha system for your mediawiki version, whether that means downgrading the capatcha thing, or using gd to write some lines over some numbers, or whatever.
