the reason is, the original of the comment is for thai-tis-620 file and it said

"// note: Thai has 2 standard encoding (tis-620, iso-8859-11) // tis-620 is the only .... "

but it seems that the script that auto-generate file for different encoding are trying to change all tis-620 to utf-8 (or may be reverse).

so, to prevent any problem or confusion. pls just remove that comment :)
